Small Russian Vodka Cup?

I'm not 100% sure this is Russian, but I think it's a small Russian vodka cup. Can someone please identify the hallmarks?

This is a "stopka", a vodka cup or could be a Jewish "kiddush cup" also. It is made in Moscow 1899-1908 and assayed by Ivan Lebedkin. The maker is Itska Chaimovich Losinsky.
