Any chance of a bigger, legible picture of the marks?

Hi welcome to the forum,
Silver-plate; a non precious base metal with a coating or plating of silver.
See electroplating:

Your JMCS are silverplate marks and as such no hallmarks, to my knowledge I am afraid those JMCS marks haven’t yet be identified.
Probably somewere between 1895-1930. No questions about value, see forum rules;
