I am not sure why no one answered you, this isn't my period, but I guess I will weigh in. It is German the crescent and crown mark used after 1888. The Hand Arbeit with the hammer is for Hand Made, presumably part of the arts & crafts movement, or evidently later. The key is no doubt for Bremen, so I searched Google in German and found a reference to a Koch & Bergfeld who used the key mark after 1942. I found no reference to CL but presumably it is the silversmith's or retailer's mark. Of course a picture of the piece would help date it, and of course moving it to German Silver, where someone more knowledgeable could identify the CL.
