Gold plated spoons - Help to decipher stamp please

I have acquired 6 spoons which have me stumped. Can anyone guide me please on what the 18 with an upside down C relates to or maybe it resembles a half moon? Any guidance greatly appreciated.

Hi,

Just a hunch, but I've seen in the past similar spoons that were made in Belgium.

Does the above fit in with anyone's thoughts?
