The mark is 12 loth purity, most often seen in provincial Austria-Hungary or ehemalige deutsche Ostgebiete (former German territories in the East).
The maker`s mark name looks Polish, less probably Prussian.Unfortunately, there is no town mark (the guild). All said, unless we find the same name with town`s mark we will never know the place where it was made.
N.B. I suppose there is still lock behind this small plate which normally easily slides. Locks are made of iron and rust, so, my advice is to try to remove it carefully, clean it properly, then oil it.
