Don't have a full answer, but EP is "Electroplate" (silver plate). Have not found maker with these (T. W. P. & Co ) initials yet...thought maybe a Thomas W. Payne, but only found a 1965 era ref. to a designer in news of the trade files here. But don't worry, Trev., Silverly, or another big brain will know something and get back to you.
Unfortunately electroplate marks have not generated as much interest as silver marks, probably not helped by the fact that there is no intrinsic value in electroplate. As a consequence there are very many undocumented electroplaters and it would seem that TWP&Co is one of these unknown companies.
Your "lying S" could be a symbol for steel as a base metal, narrowing your time frame. As to values, though we are not supposed to discuss them on this site, word has it that many younger people are now collecting plate flateware, probably to the current affordability of it. Also, select pieces of topmarked and even bottom marked plate can sell as well as sterling and at prices above the metals value of sterling. Finally, some stainless steel by makers like Jensen are in demand by select collectors. Into the future, more attention will be paid to the post-craftsman era than it recieved in the past.
