A French(?) sugar sifter.

This sugar sifter was found on a flea market some time ago. It was claimed to be gilded silver. I have my doubts about that (the marks???) but my wife insisted of having it, so it was bough to a cheap price. Anyway, I have tried to place the sifter according to its (possibly silver) marks but without any success. The marks are on the backside of the stem. No marks found on the handle. The letters on the mid mark are A above D. The closest guess is France (the rhomboid) but French marks are not exactly in my area of knowledge and interest. My questions are: Is it silver, where from and age? The ruler shows centimeters.

Not French, but still a mystery. The style looks mid-nineteenth century to me.
