I THINK that it MAY BE the work of Thomas Shields, but I would appreciate an (several) additional opinions along with your assistance on who the other hallmark belongs to. Based on information from the family, it is possible that this item came from the Pennsylvania are, but...
I am QUITE sure that it IS silver, but is it safe to assume that it is coin silver?
