Silver sugar casting spoon
Hi, not British but Dutch,the lion walking the right way. Dutch 2nd standard mark silver 833/000 fineness. Minerva head, assay office mark with the regional assay office letter A for Amsterdam and the year letter script T for 1828.

I believe the maker's mark, although partly rubbed to read:
IV over
W with clover mark for: Jacob van Wijk Sr., registered in Amsterdam 1819/1846
