I was hoping that someone may recognize this logo and could help me figure out who produced this and approximately what time frame! thank you guys so much!

Hi,
The mark does not indicate any specific purity, most likely it is not lower than .800 and perhaps higher.
(Cannot imagine any silver plate marked ``pure silver``).
It`s often seen in Far East silver, in various characters and alphabets, depending on the country of origin. Unfortunately, cannot recognize the logo.
