Maker : Hayes and Co
Date: letter "O" for probably 1913. The Birmingham date letter "O" for 1913 and 1938 are almost impossible to tell apart but 1913 is the latest sighting of an item made by Hayes & Co on the http://www.silvermakersmarks.co.uk website (thankyou Phil), so the likelihood is it's 1913.
Anchor and lion passant are as per your previous post.

Rd number falls between 612431 (1913) and 630190 (1914).
Rd number indicates the year of pattern registration, although the same pattern could have been made years after that, I opt for 1913 when it was registered.
