Asian/Russian tea strainer

This piece is somewhat of a mystery. Does the 916/sickle/star/P mean it is Russian or Asian? What type of silver is this? Does anyone know?

Sorry, upon further inspection, the mark underneath is "P, a star with the hammer & sickle inside it, 916"

Hi,
It was made in Riga, Soviet Union (SSSR) after 1958.

It's Vietnam. Import to the USSR. Looking for the vietnam hallmarks. Like this:

Hello. I thought it was Vietnamese originally. That's crazy...you have the same thing.

What do any of y'all think about dates? I thought it was from around the 1930s...

Hello again,
The mark was used AFTER 1958.Calculate Vietnam war, it was not made earlier than 70` or 80`.
