Totum Pole Spoon Alaska Canada

Here I have a Sterling marked Alaska Totum Pole Spoon with Victoria inscribed on the bowl.
The maker's mark is more of a J in a circle but looks like an S in the photo.
Does any one know the maker please and any history references?
