Russian Silver Belt - Help with Maker and Town

Hi everyone,

Thank you for helping me with a couple of my other enquiries. I have as part of my collection a Silver Belt which I am sure comes from Russia. I dont know who the maker is (initials are M.M) and dont know which town/city it is from (think it may be moscow but not sure). The last picture at the bottom of this lot is on the back of the buckle and I am not sure what it is. Your help would be greatly appreciated.

The belt is russian and from the 1896-1908 period. I can't see in the picture the assayers initials on the right side of the head which would tell the assayers name and town. The maker M.M is unknown.
