Unknown Caviar Dish Markings - Sterling??? Please help :)

Hello,

Found this little Caviar Sterling Dish Piece. It has a glass (cobalt) insert in it and on the four legs are Lions. To me looks it looks like Sterling- but I cannot decipher the marking. There is the letter "S" on the bottom of one of the legs, don't know if this has any significance.

Would like help with the marking (s), appearance, country of origin and possible age- Please!!!

Any help or suggestions would be greatly appreciated!

To me, the mark, double struck, appears to read 'ENGLAND' (upside down in your image).
