Post eagle mark mark?

This sterling cuff looks like post-eagle mark Mexican sterling. But I can't quite tell if it's a TH or a TM. And while most pieces I've seen have the location and last name initial followed by the registration number, this one just says "NP", in a smaller font, and underlined.

Any idea of who it might be? Or what NP might mean?
