Penannular Brooch - unable to decipher marks

Hi All - I need some help to work out where this penannular brooch may have come into our family. My mother is from Scotland and with several other items we have been able to work out the marks and potential era/original owner. This one I am having trouble with so any help would be gratefully received. I have tried to get the image as clear as possible -marks look like as follows T.(? K / ? E...??) - ? thistle - ? Edinburgh / ? Exeter - ? Q / ? O (??1860s??). If someone can help clarify the marker and age that would be fanastic. Thanks in advance - Regards Grid

The date letter in this Edinburgh hallmark is Q for 1971 and the sponsor's mark is TE - Thomas Kerr Ebbutt, or more accurately at the date of the brooch, T K Ebbutt Ltd as Ebbutt himself died in 1921.
