Coffee spoon perhaps Alsace or Lorraine

This thin spoon is supposed to come from the German speaking region of Alsace, because it is marked 13 Lot, Master C.E = ?, fleur de Lys.
Does anybody know the master?

Finally I found it myself. It is Wiesbaden in Germany, Carl Friedrich August ENGEL around 1860.

What was your source on the identification for this one? [Went looking for it anywhere and got so distracted that I ended up with US Army diesel engines in Kaiserslautern...that's 3 hours I'll never recover.]
