What is this for??

Hi All. Can anyone identify the purpose of this item and possibly where it comes from. It has a deep hammered bowl over 6cm long and is attached to a simple silver chain. At the end of the chain is a cast swan or some other bird's neck. Owners initials engraved to back of the bowl. Total length 18cm.
My ideas: 1: Wine taster, 2: Medicine measure or 3: Priests portable baptismal bowl or cup. South American?
