The maker was James Yates of Birmingham:
James Yates - Birmingham - 1861
The other marks are official Government verification marks in respect of the capacity of the vessel. They were often checked by visiting inspectors about once a year and marked if they passed testing.

Hello Funkel, the V and R on those official marks, mentioned by Dognose, indicate "in the reign of Queen Victoria". The "R" is for Regina, derived from Latin, and an equivalent to the Spanish "Reina".

Hello again, I think this is an image that could have interest with this post. This is a smaller jug than the one in "Funkel's" images and although also made by "James Yates" it has the sub title of "Late Yates & Birch".
Possibly we can date this small 1/2 pint volume jar to around the date of the advert attached in this post by "Dognose". The ad is suggested to be from 1861. I would rather have "Funkel's" jug for my beer as his quart jug is 4 times the size of this little one.

An earlier advertisement from the firm of Yates, Birch. and Spooner:

It would appear, at the time, that the above firm operated side by side, and next door to John Yates's separate business:
