Ebony fish with sterling spirals

I'm trying to figure out what these are, or what they could be used for, possibly where they're from. Two hard black wood carved fish, I assume ebony, with sterling hooked spirals coming out of their mouths, hallmarked 925 on the inside of the spirals. No other marks that I can see.
They're both 3.25" by 1.75", and together weigh about an ounce.
I'd have assumed earrings, but they don't have hooks, the spirals don't seem to lead to a way that they could be worn as earrings, and they don't come to a hoop or bale inside that could be attached to hooks.
If they're necklace pendants, I don't see how they'd be put on a chain without a bale.
