Hi and welcome to the forum.
No, this is not a silver hallmark. It is an example of a "pseudo-mark" - one which looks like a real hallmark and used with that intention. We see examples of British-style pseudo-marks used on Chinese export ware and on early North American silver. It is very likely that the material is silver but there is no guarantee of the fineness. Maybe someone will recall having seen this mark before.

That's a mark we've seen many times on the forum, always on plated wares:
It still, to me, remains a mystery, but likely early 20th century American.

I've seen this kind of marks on a siver plate tray.
Can you post the photo of the whole object?
Can you take a test to see if it's silver or not?
