German Silver Spoon Set?

Need some help. Friend has asked me if this is this set is german silver. I've got two photos. One of the set and one of the marks. Marks are on topside of spoon bowls. One mark is OW+ in a box on left side. The other mark is 12 in a box on right side. Is it true some of the old german and polish silver used numbers 12-16 to indicate silver purity? Hello, looks like the plate mark of Wiskeman from Brussels, Belgium. The 12 is for the amount of silver used for electroplating. Best wishes, Bahner
