Puerto Rico RIng

Hello,

I'm new to this forum. I got this ring with the Great Seal of Puerto Rico from a local antique shop in Ithaca, N.Y. while antiquing with my SO. SInce we're both from Puerto Rico, it seemed unusual to find such piece in rural NY. I assume it is silver, but I know nothing about this. Can you offer some guidance?
