spoon possibly silver metal argente

Hi Guys, I wonder if anyone can throw some light on this large souvenir spoon, Marked METAL ARGENTE
The shield at the top says PERIGUEUX which I believe is in France, but its not a French Hall Mark. It's heavy and doesn't hold a magnet.
