The photo of the maker's mark is not very good, and it looks like there are more legible ones on the forks that would have made a better example. That said, the device - a cross with a star above and below - is that used by Louis Lenain, a prolific manufacturer of the 19th century and likely the maker of these Louis-Philippe-style forks.
