Looks like some sort of soup warmer, it double wall and you can fill it with hot or cold liquid by the looks of it and it looks to have had a ladle at some point. Markings seem to suggest Henry Wilkinson & Co Ltd 1872-1892. (admin edit - see Posting Requirements )

Late Victorian food warmer; often made of bone china.
Hot water is pouerd in outer compartment of the vessel.
Maker is correct.
