Brandy bowl with pseudo mark?

Dear all, but I mainly turn to @Oel
I'm undecided whether it is a Dutch or a German artifact, I'm triyng to identify two marks on a silver-gilt brandy bowl, town mark or the pseudo lion rampant for the fineness is partially illegible while that of the silversmith bears the letters CL between an anchor?

Could someone help me to recognize the hallmarks?
Along the outer edge it bears writing that I tried to transcribe to translate and it should be like this ... although it seems to me to be in German rather than Dutch

seeing the assayer's line so thick and saw-like it's more German than Dutch

Hi,
I believe the text of the engraving to be in German and some words in Latin. In appearance and style the bowl looks German to me.
Anno 1656 Den 8 Octoberis Abends Zwischen 6 Und 7 uhr Ǝst Geboren Thomas Wachler Genater Ursula pongraß Zollerin Witib
In October 1656 in the evening between 6 and 7 o'clock is born Thomas Wachler at birth Ursula pongrass Zollerin Witib

Townmark a (double headed) eagle. Maker's mark C upside down anchor L

In this case the book of M. Rosenberg³ p307+308 coulb be helpful.

The hallmark looks like #3392, the makersmark like 3398.
But we find on an auction an beaker with an other variation of the hallmark and makers mark.

The shell could be real, but I'm not sure.
Scheffler and Rosenberg name some objects with these marks. If one were to request images of the marks of these objects, one could certainly answer this question.

Hey Theo thank you as always...I checked on V.II of Rosenberg, and actually he registers it but does not identify the name of the silversmith for "CL", I I therefore imagine that Scheffler, having published his study almost 60 years later, investigated the attributions that had remained unknown until then..
