Mustard on a platter

So... Today I received an amazing loth of mainly 19th century silverware, in it was this Mustard on a platter
I can recognize the 13 for 13 Loth, but the maker is kinda impossible to read (for me at least) but I mainly wonder why it comes on a platter.
I dont think I have seen that before and wonder why, thanks

Thanks @Theoderich that was really fast! It comes with 3 nice Boar Tax marks from The Netherlands.
It looks like at some point there was a chain from the top to the handle a pretty weird construction
