Information on Sterling Brooch

Hello - I have exhausted research on a lovely brooch that has the mark STERLING on cartouche. I wonder if this is the jewelry manufacturer and not an indication of being made of sterling.

According to the book American Jewelry Manufacturers by Dorothy T. Rainwater, there was a company by the name of
The Sterling Company in Providence - dated 1890 in the city directory.
