Unusual Salt and Peppers

Found these at a sale recently. Their ornate nature first grabbed my eye. The slightly different color (salt/pepper) seemed quite unique. The weight and stamped marks on the bottom suggested silver. Testing confirmed silver. Anyone have any idea of country of origin?
