Clearly hallmarked is a bit of an overstatement.

Hallmarks Kingdom of Holland 1807-1812

The assay office mark seems to me to apply to Leeuwarden. You have to look closely, pay attention to the shadow of the lion's front paws around its body and look at the examples below of the assay office mark of the city of Leeuwarden.

Yes, they certainly look bad, certainly not immediately recognizable, and the silversmith's master mark also appears to be "broken".

For comparison below the mark of Halbe Wouters Schut ( gratitude GZU online)

The silversmith's mark seems to me to be one with the letters HS for Halbe Wouters Schut, who worked in Leeuwarden from 1809 to 1823.The year letter B on the cream spoon stands for 1809-1810, and the silver fineness 10 penningen for 833,3/1000. The crowned O is a later tax-free duty mark of 1807.

Halbe Wouters Schut, born September 14, 1784, died after 1823. Workplace probably in Leeuwarden, born and married there; At least until 1823: Schut's marriage ended in divorce in 1823, nothing is known about his life after 1823 (Ter Molen 1994, p. 636). On the internet not much of Halbe Wouters Schut's can be found, I only found another ladle made by him.

Halbe became master in 1809, and he used the following master's marks; HS in italics in rectangle, used 1809-1811 during Kingdom of Holland 1807-1812, the French period.
Image
Master's mark HS above a pistol and HS above a rifle and HS below a rifle, all three of these master's marks in a diamond, used from 1812 to about 1815, when we were part of the French Empire between 1809 and 1819.

His last maker's mark was the HS under a rifle in a square, used between about 1815 and before 1829, Kingdom of the Netherlands since 1814.
