1890's Maker 's Mark

Would appreciate help in identifying 1890's American maker's mark consisting of an unfurled flag followed by "Sterling". All silver in the same estate was Gorham, Towle, etc. from the 1890's, so I assume this floral patterned sterling to be of the same era. Thanks, Ron C.
