european sauce ladle markings

I have a small sauce ladle with the makers mark, assay mark and country mark. I am having difficulty pinning the country down. It is engraved with dotted engraving dated 1850. If anyone has a lead. I was told by my friend it could be hounds heads or a very strange 13 but the 3 isn't quite correct. Thank you for your input.[img]ladle1.jpg[/img]ladle2.jpg

The 13 should be German, the shape around the 13 would determine the year and town, being inscribed 1850, I would assume from that period but I couldn't say what town because your attachment didn't work. It also could be CZECH or French or possibly a few others depending on the appearances. I am not a pro, I went out to the store and got myself a nice book, this has been fun.
