Salt and Pepper Shaker Mystery

I have these salt and pepper shakers on the bottom, on one it says MODERNE- has a crest with a Lion on it, and says STERLING under the crest. The other has cursive letters H V and D or L, the crest and STERLING under it. I have not been able to find who made them in order to date them. Can anyone help me?
