Maker's Mark, but no City Mark

Maker's Mark, but no City Mark

I'm a novice and I could use some help please with identifying the maker of a small silver spoon . The Standard Mark tells me it is Sterling. There is no City Mark. The Date Letter is a large K in an almost square, but with rounded edges stamp. The Duty Mark is King George. The Maker's Mark appears to be a cross? and that is all. I have searched all Maker's Marks in all the cities and don't find this symbol anywhere. On the front of the spoon appears to be the initials IW . Thank you!
