Vise? Shank Holder?

A friend has just acquired this device. French hallmarks and about 8 1/2 inches in length, the prongs are about an inch apart and the depth of the mechanism is about 1/4 inch. It has a resemblance to the Scandinavian sugar cube/olive graspers, but does not have a spring mechanism. The collar on the shaft has an internal thread which loosens/tightens the yoke below the prongs, something like a vise or wrench. A bottle cap lifter is a possibility, but it seems a bit overengineered for that. Any ideas?

Just a wild guess here.
Maybe a sealing wax holder?
